EMP works against machines and the people wearing them — 🤖 robots and anyone in 🦾 Power Armor. Everything else ignores this tag entirely.

The target resists the ✨ Stun and takes only X/2 bonus damage (rounded down) on a successful hit.
Who is EMP Shielded

| 🦾 Power Armor | 🦾 X-01 by default. Every other set needs Composite Plate or better in its Plating slot |
| Everyone else | Not a valid target — EMP does nothing to flesh |
Power Armor is shielded piece by piece. A hit that lands on an unshielded piece is unshielded, so a suit is only as EMP-proof as the piece that gets struck. Called Shots cut both ways here.
A Power Armor wearer Stunned by EMP is Stunned themselves — the suit seizes with them inside it.
