Every character has SPECIAL attributes which describes their natural ability in seven domains, 💪 Strength, 👁 Perception, 🏊 Endurance, 👄 Charisma, 🧠 Intelligence, 🏃 Agility, and 🍀 Luck. These attributes will be used when performing Tests and calculating your Derived Stats, like Hit Points, at the beginning of the game.
SPECIAL Calculation
SPECIAL points are allocated at Character Creation. You can also increase your SPECIAL attributes with Perks.

🎂 SPECIAL Modifiers
SPECIAL Modifiers are Stats that are used in every Test, along with a ⭐ Skill. They are also used to calculate other Stats. SPECIAL Modifiers are derived from their respective 🎂 SPECIAL attribute.
